Counted among the humans of the Monmouth Project SSP (or Secret Space Program) are hundreds of personnel, including engineers, administrators and contractors.  Whether they work at Monmouth Base or Site B, all must hold a Sensitive Compartmented Information clearance, and swear an oath of secrecy.  Among them also, and harder to define, are a third category, who Nicola describes this way: “…The only others I saw inside the facility were figures dressed in full black bodysuits, who appeared to take orders directly from Conrad.  They often directed the cargo-loading teams or worked with the Unit Chiefs.  I never had the opportunity to speak to them.”
